Jurisdiction is defined in the administrative rule

Legislation that has a significant impact on the operations of a municipality includes the Finnish Constitution, the Municipal Act, general municipal law and general administrative laws such as the Administrative Procedure Act. The municipality must also comply with sectoral legislation and special legislation, such as numerous laws regulating educational and technical services, contract law and EU legislation, as necessary.

Municipal council is responsible for the municipality's operations and finances, exercises municipal decision-making power and delegates its authority in accordance with the provisions of the administrative regulations. 

Municipal government is responsible for the preparation, implementation and monitoring of the legality of the council's decisions. 

Mayor The mayor is responsible for preparing matters for consideration by the municipal government.
